In the Forum on Procurement via Google Meet, July 7, Schools Division Superintendent Evangeline P. Ladines lauded Ms. Thelma F. Montiel for sharing her expertise and experience as a long-time member now designated as chair of the Bids and Awards Committee (BAC) in the absence of the assistant schools division superintendent of the Schools Division of Parañaque.

          “I appreciate Ms. Montiel’s desire and passion to assist and upskill the schoolheads on the process of procurement, especially posting at the Government Electronic Procurement System (PhilGEPS),” Dr. Ladines said.

Ms. Montiel, together with the BAC secretariat, discoursed the procedures in creating an Award Notice, the Notice to Proceed and an Invitation to Bid posting in the PHILGEPS. She also tackled different ways to walk through the site.

To further anchor the forum to the schools’ needs, Ms. Montiel likewise discussed the Alternative Methods of Procurement following the 2016 Revised Implementing Rules and Regulations of the Government Procurement Reform Act (RA 9184) where she emphasized on the shopping and small value procurement, as well as the prohibition on the splitting of contracts.

The activity was wrapped up with an open forum and a striking message from Dr. Ladines to all participants.  “We’ll have peace within us and we fear nothing if we abide by the (R.A. 9184) law on procurement wherever we are and wherever we may go,” she concluded.
